Ally Holmqvist is a Senior Transportation Planner at Metro, the regional government and Metropolitan Planning Organization for the greater Portland region. At Metro, Ally's role is primarily focused on administering the long-range Regional Transit Planning program which supports transit policy, modeling, study and coordination for the Regional Transportation Plan; advises the Cascadia High Speed Rail Project; and provides technical support to other regional transit plans and projects. She recently completed the 2023 High Capacity Transit Strategy update and is currently working on the Community Connector Transit Study. Her work program also includes supporting local partnership programs and MPO operations, and staffing major planning projects, including Boone Bridge and formerly the Rose Quarter and Interstate Bridge Replacement projects.
Ally has a passion for mentorship. Through the American Planning Association, she was part of the steering committee for the ground-breaking Sacramento Valley Section PLAN program and coordinated the award-winning Oregon Chapter Mentorship Program for about five years. Outside of work she is a member (and former Chair) of the City of Portland’s Bicycle Advisory Committee. Ally has a Master’s (MS) degree in Community Development from the University of California, Davis and a Bachelor’s (BA) degree in Sociology from the University of California, Santa Cruz.
